Fleet insurance in Germany

Every vehicle registered in Germany needs motor third-party liability insurance. From a handful of vehicles upwards, a fleet agreement replaces individual policies: one contract, one renewal date and new vehicles insured automatically.

Local policies for foreign subsidiaries

A German motor policy has up to three parts. Kfz-Haftpflicht is the compulsory third-party liability cover. Teilkasko (partial cover) insures your own vehicle against theft, fire, glass breakage, storm and collisions with animals. Vollkasko (comprehensive cover) adds damage from accidents you caused yourself and vandalism.

Individual policies are priced by a no-claims class for each vehicle. Fleet agreements work differently: the insurer prices the fleet as a whole, mainly by its claims record over the past years. For a well-run fleet this is usually both cheaper and far less administrative effort.

What is mandatory?

Motor third-party liability insurance for every registered vehicle. A vehicle can only be registered once an insurer has issued an electronic confirmation of cover, the eVB number. Partial and comprehensive cover are voluntary, although leasing companies and lenders normally require comprehensive cover.

Typical components of a fleet agreement

Third-party liability

Compulsory cover for injury and damage caused to others.

Partial and comprehensive cover

Teilkasko and Vollkasko with deductibles chosen to suit the fleet.

Automatic inclusion

New vehicles are covered from registration without a separate application.

GAP cover

Pays the difference between the settlement and the outstanding leasing amount after a total loss.

Driver protection

Compensation for the driver’s own injuries after an accident he or she caused.

Breakdown and assistance

Roadside assistance and replacement vehicles in Germany and abroad.

When can a fleet be moved?

Most German motor policies run for the calendar year and renew automatically. They can normally be cancelled with one month’s notice to the end of the term, which makes 30 November the key date for a change on 1 January. A tender should therefore start in early autumn at the latest.

What a fleet tender needs

Insurers quote on two documents: a current vehicle list with type, use and value, and the claims record of the past three to five years from the current insurer. We prepare both with you, put the fleet out to tender across the market and present the offers side by side in English.

Duties of the vehicle keeper

German law puts duties on the company as keeper of the vehicles, for example checking regularly that drivers hold a valid driving licence. These duties exist regardless of the insurance, but breaches can have consequences in a claim. We point out what insurers expect.

FAQ

Frequently asked questions

Is motor insurance mandatory in Germany?

Yes. Third-party liability insurance is compulsory for every registered vehicle, and registration requires an insurer’s electronic confirmation of cover (eVB). Partial and comprehensive cover are voluntary but usually required for leased or financed vehicles.

From how many vehicles is a fleet agreement possible?

That differs between insurers. Small-fleet products often start at around three vehicles; individually negotiated framework agreements are usual for larger fleets.

When can we switch insurers?

Most contracts end on 31 December and must be cancelled by 30 November. After a claim or a premium increase there are additional cancellation rights.

Are leased vehicles and electric vehicles included?

Yes. Leased vehicles are normally insured comprehensively with GAP cover; for electric vehicles we make sure the battery and charging equipment are included.
